NFHS rules writing committees consist of experts in the given sport. Each committee member is nominated by state associations, as is the chairperson, who guides the members through their work. Each of the NFHS’s eight sections are represented on the given rules committee. To allow for equal representation, there is also a member of the NFHS Coaches Association and the NFHS Officials Association on each rules committee. Each committee member serves a four-year term.
The NFHS is pleased to welcome three new members of the Track and Field Rules Committee: Yvonne Grimes, Roberta McWoods, and Tom McTaggart.
Yvonne Grimes, Section I, is a Master Track & Field Official and certification chair/assigner of track & field officials in Connecticut. Beginning is 1990, Grimes has served as head coach, head official, and International Technical delegate at 8 Special Olympics World Games in the USA, Ireland, China, Greece, and United Arab Emirates. She has also served as head of officials and technical delegate for all 4 Special Olympics National Games. Grimes is currently serving on the Special Olympic International Sport Resource Team charged with clarifying and amending the rules and providing training guidance for athletics. In 1991, Grimes established and directed the first Unified SO Distance Running Team. The team was awarded the USA Olympic Committee Team of the Year in 2000. Grimes has been coaching Track & Field in Connecticut since 1986. She has coached cross country and track & field at Bethel High School since 1996 where she designed and constructed an 8-lane track & field facility in 2011 and a 70,000 sq. ft indoor facility in 2019. She presently manages the indoor facility, and still coaches three seasons.
Grimes was awarded the USA Track & Field John Davis Humanitarian Award and the USA Track & Field President’s Award for Outstanding Contributions to the Sport. She has been inducted into the Connecticut Special Olympics Hall of Fame and the Special Olympics Shriver Society. Additionally, Grimes was also awarded the Connecticut Celebration of Excellence in Teaching.
Grimes is a graduate of Binghamton University where she received a BA in History and a MAT-secondary education. She is married and has 5 children. In addition to coaching and officiating, Grimes owns and runs a small farm in Sandy Hook, Connecticut.
Roberta McWoods, Section V, is a retired Literacy Specialist,(2014), 1985-present, Head Girl's & Boy's Track & Field Coach Kirkwood High School. Teacher of the Year 1992, Kirkwood School District. Missouri Track & Cross Country Association ((MTCCCA) Hall of Fame 2014, Now Serving as a Master Mentor in the Kirkwood School District.
Thomas P. McTaggart, NFHS Officials Association has been involved in Track and Field for over 60 years now – 10 years as an athlete, 35 years as a high Track and Cross-Country coach at Suffern (NY) High School, and 51 years as an active official. He also was a sectional representative on the NYSPHSAA’s Indoor Track and Field Committee for six years.
He has officiated at every possible level of competition from youth, scholastic, NCAA, USATF, Olympic Games (2), and World Championship events. For eight years he served on the IAAF (now World Athletics) International Starters Panel. He is a fifty-year member of the New York State Certified Officials of Track and Field and Cross-Country where he served eight years as the Association’s Vice President and since 1998 as its NFHS Rules Interpreter.
The new members take over for Paul Wheeler (Section 1), Dan Dornfeld (Section 5) and Russell Schreckenghost (NFHS Officials Association). All outgoing committee members served the membership well.
The Track & Field Rules Committee Meeting will take place June 14-16, 2021 virtually.
